Gov Akinwumi Ambode, made the revelation in Birnin Kebbi on Saturday while tending to newsmen toward the end of his one day official visit to the state.
He said this was as a component of the Memorandum of Understanding (MoU) marked between the state and Kebbi State Government.
The representative, who was went with on the visit by Mexican financial specialists, said the factory would be finished inside six months.
He said the MoU was to reinforce the drive to end the importation of rice and guarantee nourishment security.
Ambode said the coordinated effort would likewise empower the two states give livelihood to their abounding populace and enhance income era.
He said the MoU included coordinated effort on creating domesticated animals, fish, sorghum and groundnut.
